Utilities that are not individually metered — such as sewer and trash — can be billed on the same statement using allocation or ratio-based methods, so residents receive one consolidated monthly bill covering every utility.

Water submetering is the process of installing individual water meters for each unit in a multifamily property or single family home that's part of a larger HOA. This allows landlords to charge tenants based on their actual water usage rather than a flat rate or an estimated amount.

To submeter water, you need to install individual water meters for each unit, connect them to a central reading system, and set up a billing system to charge tenants based on their usage. Once the submeters are in place, we take it from there: we make sure they are operating correctly and providing readings to the central base station, generate monthly bills for tenants and then remit those payments to the landlord or HOA.

Each month, total water usage is pulled from the City water bill. The total is then allocated to each unit based on their individual usage and individual bills are generated and emailed. Each tenant receives a bill which they pay online. After a set amount of days, the total payments collected are then transferred to the landlord or HOA to pay the master meter bill.

Submetering allows owners to bill tenants directly for their actual utility usage — water, electric or gas — encouraging conservation. Tenants benefit only paying for their actual usage, resulting in higher likelihood of usage reductions and savings for tenants and homeowners. Additionally, submetering likely will reduce utility costs for landlords and HOAs by incentivizing tenants to conserve and passing the costs on to the tenants.
