Pricing

The Bill Calculation Service is billed as a flat fee per tenant electric bill calculated. Additional utilties may be added for an incremental fee.

If you find an error after submitting, you can correct it and resubmit; only the bills that have to be recalculated are charged again. We invoice monthly.

You can submit starting and ending meter reads for your tenants at any time, as long as the tenant billing period does not exceed 33 days. Most owners submit once a month on a fixed schedule, which keeps tenant bills predictable and makes reconciliation against your master meter bill straightforward.

Submit two requests: one bill covering zero to 33 days, and a second bill covering day 34 through the ending read date. This keeps baseline allowances, which are granted on a daily basis, correct for each tenant.

The service is priced as a flat fee per tenant bill calculated. Additional utilities may be added for an incremental fee. If you discover a mistake after submitting, you can correct it and resubmit at the same per-bill fee for each bill that must be recalculated. We invoice monthly. During enrollment you provide specific data about your park, including the property address, baseline territory and elevation. You then enter each tenant's information — whether the space is all-electric, any medical baseline or low-income discount, and the starting and ending meter reads. From that information we calculate each bill using the residential rate schedule your serving utility applies to sub-metered mobile home park tenants, including the correct baseline quantity and tier structure.

The heat content of natural gas depends on the pressure at which it is delivered, and that pressure depends on the altitude at which it is supplied to your property. We need your park's elevation to convert metered gas volume into billable therms correctly. You can determine your elevation from topographic maps, county records or your property deed — and we can confirm it with you during enrollment.

Calculated bills are typically returned within two business days of submission. If you are working against a tight deadline, email contactus@americansubmetering.com and we will expedite the batch.

The park owner is responsible for ensuring the accuracy of the data provided to us. That includes, but is not limited to, meter reads, tenant end-use designations, property elevation, baseline territory and any tenant medical or low-income discounts. The park owner is also responsible for confirming that tenant metering is accurate.

The full details of allocation and rate schedules applied and how the bill was calculated are included in the calculation detail. If a dispute is not resolved through this procedure, the tenant may submit a complaint to the state utility commission — in California, the Consumer Affairs Branch of the California Public Utilities Commission (CPUC).

Yes. We maintain the rate schedules, baseline quantities and seasonal changes for the utilities we support, so any calculation submitted after a rate change automatically uses the new rates. If a rate change lands mid-period, the calculation is prorated across the two rate periods. You do not need to update anything on your end.

When a commission orders a refund or credit that must be passed through to sub-metered tenants, we calculate each tenant's share and provide you with the allocation and instructions for applying it. Refund and credit calculations fall outside the normal billing cycle, so they are tracked and quoted separately from your regular per-bill fee.
